5. TRANSFER POLICY (DP304NEG)

  •   Principals are required to interview a minimum of two qualified transfer candidates when available.
  •   Positions must be posted for five working days.  

 

  • Principals may hire immediately upon posting the position (positions are no longer required to be posted for five working days)
  • Hire/Transfer forms for teacher transfers, must be submitted to the Department of Human Resources, by the hiring principal on or before:
    • Elementary: July 8, 2010
    • Secondary: August 12, 2010

    Transfers during the school year shall be avoided.

HIRING GUIDELINES

RESIGNATION/RETIREMENT

Notification of Resignation/Retirement Information form: The licensed employee submits a signed resignation form click here for Notification of Resignation, to your principal and to the Human Resource Department.   Thirty (30) calendar days notice is required or a fine of $500 will be assessed, DP318: Resignations-Certificated.

To avoid a $500.00 fine, resignation form must be received in Human Resource thirty (30) days from the last day of planned work (including end of contract).
For Example:
A Track: Last Day 6/14/2010, Resignation Form is Due 5/15/2010
B,C,D Tracks: Last Day 7/6/2010, Resignation Form is Due 6/6/2010
Traditional/Secondary: Last Day 6/4/2010, Resignation Form is Due 5/5/2010

Employee Benefits Notification form:  The form is sent to the employee from Human Resources.  The employee completes and returns the form to Human Resources.

POSITION ADVERTISEMENT

Position Advertisement – Certificated form: Advertise the open position upon the receipt of a resignation, Leave of Absence form, or the allocation of additional FTE.  Other openings that must be re-advertised include hires after January 1st and Intern positions.  Please send the following:

·      Elementary - resignations (copy), advertisements for openings, and reduction-in-staff transfer requests should be sent to Kyle Hansen
·      Secondary - resignations (copy), advertisements for openings, and reduction-in-staff transfer requests should be sent to Stacy Evans
·      Special Education - resignations (copy), advertisements for openings, and reduction-in-staff transfer requests should be sent to Julie Brown.
·      Guidance Specialist - resignations (copy), advertisements for openings, and reduction-in-staff transfer requests should be sent to Fulvia Franco.
·      Speech Language Pathologist - resignations (copy), advertisements for openings, and reduction-in-staff transfer requests should be sent to Rebecca Garda.

CANDIDATES
Human Resources will e-mail a list of candidates to the principal upon receipt of a completed Position Advertisement-Licensed form along with the letter of resignation, Notification of Resignation/Information Form, a Leave of Absence Form, or additional FTE.

Only interview candidates pre-screened are on the applicant list provided by Human Resources.
If candidates call the school, refer them back to Human Resources.

 

REHIRING JSD RETIREES

JSD Retirees who have retired from the Utah Retirement System within the last six months may only be hired as an Hourly Employee and may not work/volunteer over 17 hours per week.  (Retirees must sign the JSD Reemployment Letter acknowledging that they cannot exceed 17 hours worked or volunteered during a week.)

All “Hourly Teaching Positions” must be advertised, interviewed, and have HR approval to hire.

If a “Hourly Teaching Position” becomes full-time, the position must be advertised, posted, interviewed, and have HR approval to hire.  A “New Hire” form must be completed and submitted to HR along with the “Candidate Evaluation Form” and “Licensed Employee Reference Check” sheet.

Within the first six months following retirement, a retiree may apply for reemployment with Jordan District for a job which is distinctly different and/or sufficiently reduced from the pre-retirement job.  Hours worked may not exceed 17 hours per week. 

JSD Retirees may not volunteer at their place of employment.

A retiree may apply for reemployment with Jordan District two days after he/she has officially retired from the Utah Retirement System.  The state has set the 1st and 16th of each month as retirement dates. 

The employer can make no inference, written/verbal guarantee and/or agreement, with an employee that there will be any employment after retirement. 

Recruitment for the position vacated by the retiree must commence as soon as possible after the employee’s retirement announcement and follow JSD’s hiring procedures.

If any of the above requirements are not met, URS will cancel the member’s retirement allowance.

Retirees may not exceed the Social Security earnings limit ($12,000) without penalty to their Utah Retirement during the first six months following retirement.


INTERVIEW QUESTIONS

REFERENCE CHECKS

When you have narrowed your candidates to two or three that you are interested in making a job offer, you are required to contact three (3) previous supervisors and references to verify the qualifications of the applicants.  Ask the questions on the Human Resources Reference Check form and record information on the front of the form.  If you are having difficulties contacting references:

HR APPROVAL TO OFFER

Call Human Resources for approval BEFORE you offer an applicant a position.
*Candidates are sent to more than one school.

REQUIRED HR HIRING FORMS

Call the approved candidate and extend the employment offer. If the candidate accepts, then send a completed New Hire/Transfer form, along with the Candidate Evaluation form and the Reference Check form to Human Resources.  An applicant is not considered hired and may not work until the Human Resources Department has received and approved all paperwork.

Once HR has received and approved all paperwork, the new hire will be sent a Letter of Agreement and an invitation to pick up the new employee materials. They will need to bring their driver’s license, or other appropriate identification, Social Security card to be copied for their file, and a voided check for direct deposit.

NOTIFICATION OF NON-SELECTION

Within five days send a Letter of Regret to all candidates who were not selected. Briefly thank them for the interview and inform them that the position has been filled.  It is best to make these letters very brief and not too specific.
